County staff propose establishing several infill roads before winter to begin maintenance

County public-works staff presented a second bundle of road-establishment requests at the Sept. 16 briefing, describing infill streets in Spokane Valley and on the side of Browns Mountain that the county proposes to accept as public roads so the county can formally begin maintenance and winter operations. Staff said the roads include short dead-end connections that are being designed so they can be extended later for connectivity; the red-line map slides shown to commissioners identified the roads as 30 First, Warren, Glendora Drive, Summercrest Court, 40 First Avenue and Emma Lehi Court.

Staff explained that many parcels are built out or rapidly building and that city sewer and water infrastructure often requires public roadways for utility placement. Staff said the timing of these bundle requests is intended to allow the county to assume winter maintenance responsibilities rather than leave homeowners uncertain whether the road is county-maintained. When formally accepted, established roads are typically added to the county road log within a few weeks and maintenance crews schedule them for winter operations.

Commissioners asked operational questions about timing; staff said it generally takes a few weeks from board acceptance to update the county road inventory. No formal acceptance votes were recorded at the briefing; staff said the items will be placed for formal action so the county can take maintenance responsibility.
