The Committee of the Whole on Sept. 16 discussed a multi-month effort to inventory and update county policies and procedures and to reassess commissioners’ participation on external boards and committees. Allison (the county human resources director) said she is compiling an inventory of personnel-related policies, noting some documents date to the early 2000s or earlier, and plans to compare county policies to Association of Minnesota Counties (AMC) examples and Minnesota Management and Budget (MMB) guidance.
Allison said the inventory will identify policy name, last approval or update date, committee or department responsible, and approval routes; she described revamping telework policies and reviewing personnel-related items that affect accountability, discipline and workplace safety. She said the personnel committee meeting was canceled to allow time for deliberate work and that the results of the inventory and a suggested prioritization will be brought to the Committee of the Whole.
Commissioners asked for a broader agenda plan for Committee of the Whole topics. Items suggested included an annual rotation of department presentations (for example, veteran services, public health, emergency communications), establishing criteria for which presentations should go to Committee of the Whole versus the regular board meeting, and evaluating boards and committees on which commissioners serve to determine whether membership provides value to the county.
Commissioner Gamble recommended developing policy criteria to evaluate external boards and committees and suggested prioritizing policies that address areas where the county is vulnerable. Commissioners discussed using a standard classification for agenda items as informational, discussion, or decision items, and tying department presentations to the county’s budget calendar. Allison said she would begin prioritizing departments that have not presented in several years and work on a 2026 schedule for department briefings.
Other items raised for future Committee of the Whole consideration included VRBO/short-term rental regulation updates, developing a non-mandated funding request policy, an evidence‑based budgeting process, clarifying mandated staffing/service requirements tied to state or federal law, and updating the strategic plan, financial management plan and capital improvement plan. Commissioners emphasized that presentations should include clear criteria such as the nature of the service, mandated vs. discretionary status, funding sources (grant vs. levy), and staff roles and responsibilities.
No formal decisions were taken during the discussion; staff were tasked with producing an inventory and recommended schedule for future Committee of the Whole meetings and with returning with suggested criteria for department presentations and committee evaluations.
