The Landmark Preservation Commission on Sept. 16 approved a broad exterior and rooftop package for 636 Sixth Avenue (also referenced as 634–636), a late‑19th‑century store‑and‑loft building in the Ladies Mile Historic District, as the property is being repurposed for a union health center.
Preservation consultants and the project team said the Ground Floor currently contains nonhistoric infill that staff and the applicant propose to replace with Indiana limestone piers with Deer Isle granite bases and black metal‑and‑glass storefront infill. "We are proposing to reconfigure the Ground Floor... New limestone piers with granite bases will be installed with new metal storefront infill between the piers," consultant Julie Rosen said. The proposal also creates a centered primary entrance on Nineteenth Street with a modest marquee and plaques identifying the Manhattan Health Center.
The design calls for replacement of five second‑floor wood bay windows and the third‑floor arched window with new insulated wood windows matching historic profiles; the project team said full wood replacement was necessary for energy and use constraints. The rooftop scope includes removal of a large water tank and bulky equipment, installation of modern HVAC and a modest ancillary corridor to meet egress requirements. Project architect Michael Lynn and technical director Matt Leonard said the team is targeting approximately 30% better than current code minimum on energy performance and moving toward all‑electric systems with diesel as emergency backup.
Public testimony supported most elements but urged a stronger transom bar to restore a historic sense of scale; John Graham of the Victorian Society recommended reinstating a bold transom to help the tall façade read at human scale. Commissioners generally found the proposal appropriate; the commission asked the applicant to work with staff on the transom proportions and approved the package 8–0.
Staff noted earlier commission approvals and the building’s altered base history; the current proposal replaces commission‑approved nonhistoric storefronts with a contemporary system intended to be compatible with the upper façade. The rooftop equipment will be colored in neutral tones and will be seen only in limited passing views within a roofscape of other accretions.
