Todd County administration presented an updated county fee schedule Sept. 16 and told the board it will hold a public hearing Oct. 7 and intends to bring the schedule for adoption Nov. 1. Proposed and discussed changes that commissioners flagged included fees related to cannabis regulation, septic permitting and inspections, a $100 pavilion rental fee for the county park pavilion, and adjustments across recorder, auditor‑treasurer and solid‑waste fees.
Cannabis and zoning fees: Planning staff explained they propose fees for retail cannabis registration and annual renewal up to the statutory maximums and an initial $100 application fee for temporary cannabis events; commissioners asked whether production facilities could be subject to an annual registration fee and whether conditional‑use permit fees for cannabis‑related businesses should be set separately. Planning staff said the statute sets maximums for certain retail fees and that other cannabis uses typically go through the conditional‑use permitting process, which carries the standard CUP fee unless the board directs otherwise.
Septic permitting and inspections: Planning staff proposed charging for additional site visits beyond two or three when contractors or homeowners require extra inspections, noting some projects incur multiple trips that are not captured fully in the current flat permit fee. Staff suggested a fee mechanism for extra trips or higher fees for homeowner installs to reflect additional administrative time. Commissioners agreed staff should include these changes in the October public hearing packet.
Pavilion rental and other changes: Parks staff asked to add a $100 rental fee for the newly completed pavilion; administration said a rental contract and liability/insurance provisions need development and recommended the parks board coordinate with administration and the county attorney to draft a rental agreement. Other changes flagged in the packet: adjustments to recorder fees (marriage license and recording fees per statute), sheriff boarding rates, and a corrected mileage rate reference to the current IRS mileage rate instead of a static dollar figure.
Next steps: Administration will publish the proposed fee schedule, take public comment at the Oct. 7 hearing and return to the board for adoption during the November meeting cycle.
