Commissioners renew several contracts; some commissioners press for bids and local vendors

On Sept. 16 the Brazos County Commissioners Court approved a series of contract renewals, vendor assignment updates and service contracts across county departments, but several commissioners asked staff to consider competitive bidding and local vendor options. Items approved at the meeting included: assignment of event‑management software contract 23‑100 from Ungerbach Systems International LLC to Momentous Technologies LLC (agenda item 12); extensions and amendments to electronic communications and fire‑safety contracts (agenda items 13–16); purchase approvals for county vehicles and restoration/cleaning services for county buildings; and other routine procurement actions. Commissioner Brown asked why an event‑management vendor with an apparent German name was being used and asked whether the county had procured domestic alternatives. County staff said the expo center has used the vendor’s product for years, that the provider’s suite includes bookkeeping features the expo values, and that switching products would require time and resources for reimplementation. Staff said the software was last updated in county records with a signed agreement in February 2022. On the communication services and fire‑safety contract renewals, Commissioner Brown and others asked why the county had not recently gone out for bids; staff explained one contract was being held while awaiting clarification on federal communications rules and related litigation, and that delays influenced a decision to extend rather than immediately rebid. Court members approved the renewals and assignments by voice vote. Commissioners asked staff to relay requests to the relevant departments (for example, the Expo staff) to consider seeking competitive bids or documenting why sole‑source renewals are in the county’s best interest. Commissioners signaled an interest in more competitive solicitations and greater transparency when long‑standing vendors are used. Background: Several of the contracts in question were described by staff as long‑standing relationships; one item’s packet included a contract with a foreign‑sounding name and a signed agreement dated Feb. 2022. Court approval included standard one‑year renewals for some maintenance and inspection contracts and a vendor name change for an event‑management software provider.
