Commissioners approve FY26 SAVNS grant contract and switch to Dialogist for system maintenance

HENDERSON COUNTY, Texas — The Henderson County Commissioners Court unanimously approved a reimbursable fiscal‑year 2026 contract with the Texas Office of the Attorney General for the Statewide Automated Victim Notification Service (SAVNS), and separately approved a maintenance contract with DialogistGov Incorporated for SAVNS operations.
County staff told the court the SAVNS contract runs from Sept. 21, 2025, to Aug. 31, 2026, and is a reimbursement grant that covers 100% of the county’s SAVNS costs. Staff explained that the attorney general recently selected a new vendor for maintenance and that the county’s annual maintenance cost will fall from about $18,000 to approximately $10,482.03 under DialogistGov.
Commissioners asked whether the reimbursement covered full costs; staff confirmed the grant is a 100% reimbursement. The court voted to approve both the grant contract with the Office of the Attorney General and the DialogistGov maintenance contract, with the county judge authorized to sign the maintenance contract.
Motion and outcome: Commissioner Spivey moved and Commissioner Brickson (transcript reference) seconded approval of the SAVNS grant; motion passed unanimously. Commissioner Richardson moved and Commissioner Stobbe seconded approval of the DialogistGov maintenance contract with the judge authorized to sign; the motion also passed unanimously.
