Assessor and GIS report: PAM system fixes, Esri licenses installed, NG911 maintenance ongoing

At the Sept. 9, 2025 meeting, the assessor’s office and GIS staff reported routine technical and reassessment work, including corrections to the county’s mass‑appraisal system and completion of an Esri enterprise agreement with the city of Dixon.
“...a prior global replacement issue inadvertently altered some depreciation dates. So we're manually going in there and correcting those,” said Jennifer from the assessor’s office, describing ongoing work in the PAM mass appraisal system in advance of the Dixon‑Palmyra general reassessment year.
Jennifer said the assessment office continues day‑to‑day work on deed transfers, permits and homestead exemptions. Sammy, from the GIS office, said the county has received new Esri licenses and begun configuring software and user types. “The GIS department continues at work, its regular work of maintaining and updating the county's parcel data by processing split and combination requests,” Sammy said, noting updates to zoning, land‑use layers and NG911 validations to support emergency response.
Sammy also said GIS staff provided scanning and printing support for county departments, supported the iWORK software implementation for building and zoning, and that a staff member is taking a six‑week Esri cartography course.
Committee members asked a question about township assessor coverage for 2026; Jennifer said Dixon Township will contract for an assessor in 2026 and listed other township staffing arrangements.
