Kane County advances Randall Road/Route 72 reconstruction, approves $1.0M engineering contract

KANE COUNTY, Ill. — The Kane County Transportation Committee voted Sept. 16 to advance the Randall Road at Route 72 intersection reconstruction for executive and county board approval and to award phase 3 construction engineering services to Stanley Consultants for a negotiated contract of “a little over a million dollars,” staff said.

The committee approved a procedural resolution to accommodate the Illinois Department of Transportation (IDOT) 45‑day award schedule so the county can concur with IDOT’s bid award without delaying the federal letting process. Planning staff said the project adds a through lane in each direction and enhances turning movements at the intersection.

Committee staff said IDOT is the awarding authority for the federal project and that the county will provide a required local match for costs above the project’s funding. “There’s $7,600,000 in change to put towards this project,” a staff presenter said during discussion, noting the project is “very well funded.”

In a separate but related vote the committee selected Stanley Consultants through a qualifications‑based selection (QBS) process and negotiated the phase 3 construction engineering services contract for roughly $1 million. Staff said nine statements of interest were received and three firms were shortlisted before award.

Discussion focused on timing and process rather than project scope. Committee members emphasized the need to align the county review with IDOT’s award schedule; staff said any final contract and award actions will still come before the county executive and full board for approval.

The committee recorded roll‑call votes on both items; the motions passed with affirmative votes from the members present.

The county will bring the bid award concurrence and the negotiated consultant contract to the executive committee and full county board as required.
