Riverton, Fremont County approve $4.66 million Riverview Road reconstruction; city to cover about $2.78 million

The Riverton City Council on Sept. 16 voted to concur with Fremont County in awarding the Riverview Road reconstruction contract to Alexander Excavation Inc. for $4,664,031. The work replaces roughly a mile of roadway, upgrades water and sewer lines, installs storm drainage and adds sidewalks and lighting. The project matters because it combines county and city resources to replace aging pavement and utilities on a heavily used corridor from Spire Drive toward Ryan Road. Council members said the project will also connect to a separate Willow Creek sidewalk project. City staff and engineers described the work and the bidding process. JUB Engineers designed the project, and four firms submitted bids: Oftedol Construction ($7,226,998); 71 Construction ($5,973,710); Barnum & Co. ($4,869,770); and Alexander Excavation ($4,664,031). The council was told the engineers estimate was $6,751,000. Councilman Mike Bailey made the motion to award the bid; Councilwoman Carla Borders seconded. Staff explained the cost split: Schedule A (roadway) will be split 55% city / 45% county and Schedule B (a South Major Avenue concrete portion) is the citys sole responsibility at $467,844. City staff said the total city obligation for the project will be approximately $2,775,746.85, to be met over two years through the 1% optional sales tax for roads. The council voted in favor; no nay votes were recorded. Council members stressed the project's scale and urged public patience during construction. Public works staff outlined traffic and pedestrian impacts and asked drivers to use reduced speeds near active work zones. The project will reconstruct pavement, replace an existing 3-inch water line with an 8-inch main in portions paid in part by a mineral royalty grant, add ADA upgrades and fire protection, reconstruct walking paths, and provide new roadway lighting from Spire Drive to Major Avenue. Construction details, scheduling and the final memorandum of understanding with the county will be completed by staff. Next steps: finalize the construction MOU with Fremont County, execute the contract with Alexander Excavation Inc., and schedule utility and traffic coordination with contractors and affected residents.
