After an executive session on Sept. 16, Elgin City Council authorized the mayor to execute an employment contract for interim management services with SGR (a management-services firm) and appointed Robert Eads as interim city manager under a contractual agreement.
The motions were made after council convened in closed session for personnel and attorney consultation regarding the city manager recruitment and interim arrangements. Following the closed session, Council Member Love moved to authorize execution of the SGR contract; that motion passed on roll call. Council then moved to appoint Robert Eads as interim city manager under a contractual agreement; that motion also passed by roll call.
Why it matters: The council is moving to place an interim manager in the role while conducting recruitment for a permanent city manager. Staff said the interim appointment and the SGR contract are intended to provide continuity of management and legal protection during the recruitment process.
