Council grants franchise to Cyne Energy Gas LLC to operate gas distribution in Elgin

Council said the agreement follows standard franchise practice and includes provisions for fees, permits and a severability clause; no company representatives were present at the meeting.

City staff said the franchise does not alter the company's obligation to follow city permitting processes during installation and maintenance activities.
Council action: The item was a third and final reading and council voted to adopt the franchise ordinance. Staff said routine permits and inspections will apply, and engineering will continue to review proposed work in the right-of-way to minimize disruption.
