Details: Community Development Director Harter presented the P&Z minutes and said the commission recommended approval 4–0 at the Sept. 10 meeting. Council members discussed possible screening approaches to ensure vehicles awaiting repair do not create a negative visual impression along Live Oak Street. Council added a condition that the applicant install a fence or other visibility screen to improve frontage appearance; the council clarified details will be finalized at second reading. The applicant was not present at the council meeting.
