Details: City Manager Lisenby said the general fund had certificate capacity of about $2.5 million and the administration proposed $2 million for downtown work. On the utility side, staff estimated $6 million in construction activity to rehab and restore the wastewater treatment plant's capacity. Officials described future multi-year funding needs for Charity Lane reconstruction, storage-tank and pump-station improvements, and utility replacements tied to roadway projects.
Public input: Council opened the required public hearing; no members of the public spoke on the CIP. The council approved the CIP on a first-and-only-reading motion without a roll-call vote.
Next steps: Staff said the FY26 CIP authorization allows design and construction activities to proceed as scheduled, with specific borrowing and issuance actions to be taken as needed within the limits discussed in the presentation.
