The Kissimmee Planning Advisory Board approved a conditional use and site plan waiver to allow a motorcycle dealership to operate inside an existing building at 204 South John Young Parkway in Kissimmee.
City staff described the proposal as a change in use for a roughly 2,700-square-foot building that previously housed a convenience store, grocery and café. The property lies within the city’s form-based code, which staff said restricts vehicular display to the interior of buildings. Staff recommended approval subject to the findings and the list of standard conditions on the record.
Brenda, a city staff member, told the board the site provides about 12 parking spaces and that parking requirements are calculated based on total square footage. She said the project shows a shortfall of two parking spaces but noted the applicant proposed a bicycle locker; the city’s bicycle locker incentive can be used to reduce required automobile parking to 12 spaces in this zoning context. The staff presentation also said the site plan waiver reflects that existing on-site improvements remain in place and that no additional exterior improvements were required as a condition of approval.
Applicant Rafael Rodriguez spoke briefly and provided a business address for the record as 20204 South John Young Parkway, Kissimmee.
Board member Alex moved to approve the conditional use and site plan waiver; board member Linda seconded the motion. After a brief call for discussion, the chair called for the vote. The chair then announced the motion carried.
The approval permits the dealership to occupy the existing building with the conditions listed by staff and uses the city’s bicycle-locker incentive to address the two-space parking deficit. The board did not record any opposition during the public hearing on the item.
