Richland County supervisors approved a $251,701 change order Sept. 16 to the radio tower construction contract after engineers and contractors determined additional site work was necessary at the selected tower location.
County staff said the original preferred site fell through after negotiations with the landowner, forcing the project to pivot to a nearby location that presented more challenging ground conditions. Mike Day, the county’s project representative, told the board the site required an extensive block retaining wall because the ground sloped sharply away from the road. "The cost of what you're seeing here is born out of the ground being, falling off from the road and needing a retaining wall," Day said, adding the wall requires large block units trucked in on multiple semi‑loads and that the work includes footings and changes to the shelter foundation and fencing.
Day apologized for not having a complete line‑item breakdown for one portion of the work—in the executive and finance committee some supervisors had asked for a detailed backup for a $192,000 line. He told the board staff would provide the requested breakout of labor, materials and drainage costs.
The board approved the change order. No formal roll‑call detail beyond the voice vote was recorded in the public transcript for the final approval. Supervisors also heard that an increase to the contract raises associated bonding costs, which are passed through when contract amounts change.
