The Development Review Committee on Sept. 17 reviewed the Crossroads at Kelly Park Phase 2A plat, the northern portion of the larger Phase 2 subdivision, covering 81 lots. "This is a subdivision, for 81 lots at Crossroads At Kelly Park Phase 2 A," Jean, the project manager for the submittal, told the committee.
Jean said the next submittal likely will not need to return to the DRC after the outstanding comments are addressed; staff reported they had received comments from the city surveyor and legal counsel. During discussion a committee representative raised the drainage-easement issue, saying the easement as drawn appeared to be dedicated to the homeowners association. A public works representative responded, "That one needs to be dedicated to the city because it's got a storm pipe in it that we'll have to maintain." The committee recorded that the drainage easement must be dedicated to the city to reflect maintenance responsibility.
No formal motions or votes were taken; the item received comments from staff, and the applicant was asked to revise the plat to address surveyor and legal comments and to change easement dedication as required. Fire, police and building representatives on the record had no additional comments.
The committee closed the item after confirming staff comments would be incorporated into the next submittal.
