City Clerk John McArthur told the Duval City Council on Sept. 16 that staff updated the city’s proposed film-permit policy to include a sliding fee schedule with three categories — low-, moderate- and high-impact filming — and definitions for each category. McArthur said the fee structure was modeled on the City of Kirkland’s schedule.
Councilmembers spoke in favor of the revisions, noting the lower fee tiers should encourage small, low-budget filmmakers while preserving a transparent schedule for larger productions. Councilmember McHenry said the revised structure was preferable to a flat budget-based approach, and Councilmember Schaeffer said the policy supports local filming.
The clerk asked whether the council had further edits; with no additional changes, staff requested permission to add the revised policy to the consent agenda at the next meeting. The council agreed to place the updated film-permit policy on the consent agenda; no formal adoption took place Sept. 16.
