Board renews agreements to educate youth at Morehead Youth Development Center and seek KECSAC reimbursement

The Brown County Board of Education approved its annual interagency agreement with the Kentucky Department of Juvenile Justice and a memorandum of agreement with KECSAC at its Sept. 16 meeting to continue reimbursed educational services for students living at the Morehead Youth Development Center, which lies within the district boundaries.

Miss Godby told the board the agreement is reviewed annually and is required because the district educates residents of the facility. The KECSAC memorandum allows the district to apply for supplemental per‑child funds to offset costs for those students; the money is not intended to cover all expenses, but to supplement average daily attendance revenue for specialized services such as smaller class sizes.

Miss Godby said the on‑site educational team currently includes three teachers, an instructional assistant and an administrative assistant who work full time at the facility. The district’s board attorney reviewed the interagency agreement and advised it was acceptable; the board voted to approve both documents.

The KECSAC funds are calculated on a per‑child basis and provide partial reimbursement for extra services; they do not replace the ADA funding the students generate. The board approved both agreements and authorized the superintendent to submit required forms and applications.
