County staff reports progress on wastewater plant, multi‑purpose facilities and water‑tower efforts

Wastewater treatment plant: Public works staff said the county is working under a condensed timeline to award construction and equipment contracts for a wastewater treatment plant. Project staff extended bid deadlines and plan special meetings in late September to award the prime contractor and to resolve procurement for electrical components and specialized equipment. “We will award the contractor on the 29th,” a county project manager told the board; staff also reported no bids were received on critical electrical work and said they may pursue a direct purchase from manufacturers or request waivers of purchasing rules to keep the schedule.
Multi‑purpose community facilities: The county won several grants for multi‑purpose centers and is finalizing design and demolition work; staff said civil plans are near completion and construction could begin around Nov. 1 for at least one site. Demolition of an existing rec center at John Hale Park is included in the schedule and staff said some historic brick will be salvaged.
Water tower and federal funding: Staff reported ongoing work to secure site control for a prospective water‑tower location near an interstate interchange, including negotiations with the Florida Department of Transportation over parcel control. A federal application is being prepared with consultant assistance; design work will proceed with existing local funds while the county continues to seek construction funding.
Other items: Staff said the Hayfield irrigation pivot needs an estimated $2,500 in repairs and recommended assessing the repair cost before spending additional funds. Staff also noted additional state funding for several projects and said ARPA reporting deadlines are driving some compressed schedules.
Next steps: Staff will return with contract actions for the wastewater project at called meetings, report back on procurement options for electrical components and provide updates on grant‑funded facility construction schedules.
