Resident tells council police calls and unclear rules forced lawn‑care operator to move trailer; seeks clear guidance

At the City Council meeting resident Britney Teally told council members she had repeatedly received police calls about a trailer she used for a small lawn‑care business and asked for guidance to operate legally from home.

Teally gave the council her address and said she moved to the area in October 2022 and started a lawn‑care business after losing an eight‑year job this year. She said anonymous callers reported the truck and standalone trailer parked in the street; after obtaining a truck and moving parts of the trailer to show it was in use she continued to receive tags and calls from police noting the trailer appeared abandoned.

She said she purchased a title and inspection and obtained tags for the trailer, but enforcement continued. Teally said a police officer told her the city’s rules were vague and open to officer interpretation. She said she found a short‑term option to park the truck and trailer at a friend’s business but that driving across town would undermine her ability to run the family business and support her children’s schedules.

Teally asked the council, “How can I make this right? How can I do it the right way?” Council members and staff responded supportively at the microphone; one council member said, “We’ll figure this out for you,” and staff later told Teally they would follow up to help navigate the rules.

This matter was raised during the public‑comment portion of the meeting; council did not take formal action at that time but staff committed to contact Teally and try to clarify applicable rules and possible options to allow her to continue operating while complying with local ordinances.
