The Kennedale City Council voted 4-0 to change zoning for a city-owned Economic Development Corporation (EDC) property at 600 West Kennedale Parkway from UV (Urban Village) to C-2 (General Commercial). Staff and EDC representatives said the rezoning would allow commercial uses that the Urban Village district prohibits, including drive-through restaurant or retail concepts that prospective tenants had requested. City staff said the EDC purchased the site years ago as a redevelopment opportunity and that the rezoning has already encouraged reinvestment on adjacent parcels. Councilmember DaVera moved to approve Ordinance No. 790 (PZ case 25-13), and Councilmember Glover seconded; the motion carried 4-0. The approval clears a regulatory hurdle for the EDC to pursue tenants and a Chapter 380-style development agreement if warranted.
