Kennedale approves development agreement for gated RMC Business Park on South New Hope Road

The Kennedale City Council approved a development agreement with RMC Capital LLC for the RMC Business Park, a planned private office-warehouse development at 7317 South New Hope Road. Developer Ronnie McLaughlin told the council he plans to build 15 office-warehouse buildings intended for small commercial tenants and owners who want combined office and vehicle-storage space. McLaughlin said of his personal plans, "one of the buildings is gonna be that I have it as a office for my personal use, and then I also have some cars that I'd like to also have in that building." City staff described the site as on a private drive, which the developer will control; the city will retain emergency and official access. City Manager Daryl Hall said the development agreement treats the street as private and relieves the city of street and stormwater liability while preserving emergency access for police and fire. Council member discussion clarified the project will remain industrial in use and will not allow residential occupancy in the units. The council voted 4-0 to approve the agreement; Councilmember Coback moved and Councilmember Glover seconded the motion.
