Pasco commissioners approve vacation of Regina Drive right-of-way despite stormwater questions from commissioners

Jamie Smith of the Real Property Division told the board the petition sought to vacate the plotted right-of-way and internal lot lines 1 through 6. Smith said there were no objections to the petition and Real Property recommended approval.
Commissioner Oakley asked staff whether the surfaces and pavement shown in the applicant's exhibit complied with stormwater requirements and whether the business's paving predated county stormwater rules. Rutherford of the Real Property Division said the pavement and building footprint appeared to have been in place for approximately 30 years and "probably met the requirements at the time it was constructed." David Allen, assistant county administrator for Development Services, confirmed that if site improvements are added at this point, the applicant would be required to submit a site plan and comply with current requirements.
An attorney for the applicant appearing virtually told the board the collision-repair business had the required permits for its current operations and that the vacation would facilitate safe access to the back of the site. After discussion, a motion to approve the vacation passed; commissioners conducting a roll call voiced support, and staff recorded that only the applicant's attorneys were on Webex for the item.
Clarifying detail: the vacation was described as intended to allow overflow parking and rear access for High-Tech Collision Centers Inc.; staff noted no internal objections during their review. Staff also said that any future site improvements would trigger required site-plan review and permitting.
