County renews four mental-health and developmental-services contracts totaling $465,000 for FY 2025–26

The Lawrence County Board of Commissioners unanimously approved four renewal contracts Tuesday for mental-health and developmental-service providers, covering the 2025–26 fiscal year and funded from human services block grant dollars. Scott Baldwin, director of the county’s mental health and developmental services office, presented the contracts and described the services each provider will deliver.
Under Resolution 308 the county will pay Mercy Life Center of Pittsburgh $75,000 for long-term mental-health services for one individual currently served through the county. "These are all renewal contracts paid out of human services block rate funding, so no cost to Lawrence County," Baldwin said.
Resolution 309 awards $75,000 to Angelus (presented in the record as "Angelus"). Baldwin described Angelus as a critical-incident mental-health responder and training provider that deploys teams after fatalities or other events requiring specialized mental-health response. "They provide critical incident mental health services…they go as a team," Baldwin said, adding Angelus responds countywide and to nearby jurisdictions when requested.
Resolution 310 renews a contract for $95,000 with the Children’s Advocacy Center of Lawrence County (based in Union Township). Baldwin said the center provides family-reunification services, plans of safe care for infants and parents, trauma counseling, and in-jail counseling services for women needing trauma support.
Resolution 311 renews a contract with vocational and psychological services based in Butler County for $220,000. Baldwin said this vendor provides programming for intellectual disability services (respite and companion services), mental-health supports at Head Start locations, and IQ and adaptive-function testing for developmental-services clients.
Baldwin emphasized the county’s reliance on these providers and the role of human services block grant funding to maintain services. "We rely heavily on [Angelus]," Baldwin said. "It's something that we really rely heavily on…they provide counseling to anybody that needs it." The board took one motion to approve Resolutions 308 through 311 together and approved them by roll call.
No additional conditions, amendments, or budget reallocations were recorded at the meeting. County staff will continue to administer contracts and report on service delivery and expenditures to the board as required.
