Commission schedules next steps on City Hall proposals; Holiday Park parking garage analysis due in November

Assistant City Manager Ben Rogers told the commission Sept. 16 that staff is preparing a comparative analysis of the unsolicited public‑private partnership (P3) proposals the city received for a new city hall and related site work. The analysis will present qualifications, experience and basic comparative metrics; staff said it would not provide a ranking or recommendation on Oct. 7 but would use commission direction to determine next steps (shortlist, further due diligence, presentations).

Rogers said Jacobs, the city’s owner’s representative, will be engaged to perform massing and needs assessment work and to support further evaluation. Several commissioners expressed frustration that a fully defined design criteria/needs package was not earlier provided to proposers; staff replied that baseline information exists and that Jacobs will help finalize program and massing so proposers can later supply comparable pricing.

On Holiday Park and the proposed parking garage, staff said city consultants will perform a full financial analysis of three proposals and bring that assessment back to commission in November. Staff also said it is completing a 100% design for a surface parking lot while leaving the garage option for P3 proposers, and that drainage and neighborhood landscaping issues are part of the surface‑lot design.

Commissioners gave staff direction on process: Oct. 7 will include a staff matrix of the city hall proposals and the commission may shortlist from that matrix; shortlisted proposer(s) could be asked to make presentations at a later meeting. For Holiday Park, staff intends to return in November with full financial reviews and possible presentations from proposers before a final selection.
