Board adopts local law to create Saratoga County Animal Abuser Registry

Saratoga County supervisors voted Sept. 16 to adopt a local law establishing a county animal abuser registry, advancing a policy the board said is meant to hold people accountable for severe animal cruelty. The board—s law-and-finance committee introduced "Introductory Number 1, Print Number 1 of 2025, A Local Law Establishing the Saratoga County Animal Abuser Registry," and the board voted to adopt the measure. The clerk—s reading of the resolution said there would be no immediate county budget impact. Board leaders said the registry is a first step and that administrative and implementation details remain to be completed. "With your affirmative vote today, the abuser registry will become a reality," the chair said, adding that the county will continue work across departments to implement the law. The chair also described "a number of very troubling examples of extreme abuse" locally and in neighboring counties since the county first announced the initiative. Several supervisors and the county—s NYSAC representative urged a statewide registry to avoid intercounty inconsistency. "Ultimately, that would be the best solution," Supervisor Kevin Veach said after attending the New York State Association of Counties conference where the issue was raised; Veach also thanked Supervisor Wright for leading the proposal there. The resolution was adopted as part of the board—s omnibus vote during the meeting. The board did not specify the detailed administrative procedures or timelines at the meeting; the clerk recorded that some implementation steps remain.
