On Sept. 16 Harris County commissioners voted to approve a new national opioid statement and to designate a secondary “manufactured opioids implementation administrator,” authorizing the county manager, county clerk and board chairman to sign required paperwork. Commissioner Lightsey moved the measure and it was seconded; the motion carried with a recorded “Susan: Aye” in the transcript. The board took no further explanatory comments during the vote in the portion of the transcript provided. County staff and the county attorney indicated no further immediate action items beyond executing the paperwork the board authorized.
