Staff said the NPDES permit requires updates every five years. After a request-for-proposals and negotiations, staff recommended Brown and Caldwell at a negotiated cost just over $123,000. The adopted budget included $120,000; council approved a supplemental budget resolution to transfer $15,000 from the stormwater fund contingency so the city’s stormwater fund will fully cover the project (no general-fund money).
Staff noted the contract may include limited GIS work and that the city lacks an in-house GIS specialist; the supplemental appropriation will also cover modest GIS support if needed. The project is expected to be completed by September 2026. Council approved two related resolutions by voice vote.
