Council approves NPDES update contract with Brown and Caldwell, authorizes supplemental stormwater appropriation

At the Sept. 17 meeting the City Council authorized the city manager to sign a contract with Brown and Caldwell to complete Fairview’s required National Pollutant Discharge Elimination System (NPDES) update and approved a supplemental budget appropriation to fully fund the work from the stormwater fund.
Why it matters: NPDES permits require municipal stormwater programs to be updated periodically. Fairview had a partial internal update in 2021 and invited proposals to complete the current 5‑year update because staff capacity is limited.
Staff reported Brown and Caldwell’s negotiated cost at just over $123,000 for the scope. The adopted budget included $120,000; staff requested a transfer from the stormwater contingency to cover the remainder and to provide modest additional appropriation (the staff note referenced not exceeding $135,000 to allow for potential GIS support). Staff recommended the city manager be authorized to execute the contract and the supplemental budget be adopted; the council approved both resolutions by voice vote.
Funding and next steps: Staff said the project will be funded entirely from the stormwater enterprise fund (no general fund money). Work is expected to proceed under the contract, and staff noted GIS work may be required and is included within the supplemental appropriation. Staff and council discussed whether the work might be brought in‑house in a future five‑year cycle if the city acquires staff capacity for GIS and stormwater program administration.
