Council approves civil service staffing changes for police and fire to match FY 2026 budget

The Killeen City Council approved ordinances amending authorized civil service positions for the police and fire departments to implement staffing changes that were included in the FY 2026 adopted budget.
For the police department, staff proposed increasing authorized positions by four police officers and one sergeant. The police chief said the additions will strengthen a downtown unit focused on community engagement, crime prevention programming and addressing downtown-specific issues.
For the fire department, staff recommended reclassifying one captain position to a battalion chief to improve the line of command within the Fire Marshal’s office, and adding a fourth deputy chief to oversee administrative responsibilities including buildings, vehicles and equipment. Chief Kabinski explained the additional deputy chief position responds to growth in the department — an increase of 33 personnel in recent years — and the administrative workload that accompanies new stations and units.
Both ordinances were presented by staff and included in the meeting materials; council approved them by voice vote as part of the consent agenda. Staff said these ordinances implement decision packages that were approved in the FY 2026 budget and will become effective as prescribed in the ordinances.
