Mayor reports appellate filing in peddler receivership case; council briefing expected in October

The mayor reported on Sept. 16 that the defendant in a pending peddler receivership has filed an appeal from a judge’s denial of a termination of the receivership and has requested a stay of further proceedings. The city has filed motions seeking dismissal of the appeal and denial of the stay.
Because Sept. 24, 2025, falls on Rosh Hashanah, defense counsel requested a continuance; the city agreed to a brief continuance to accommodate the holiday. The mayor said that if the court grants a stay or if the appeal is not dismissed, the receivership action will be stayed pending the appellate process, which would extend the timeline and use additional city resources.
Torrington Development Corporation and the corporation counsel plan to brief the city council on the status of the matter at an upcoming October council meeting (either the first or second meeting in October). The mayor invited Board of Finance members to attend that briefing.
No formal board action was taken on the receivership update; the item was presented as an informational update and planned council briefing.
