Developer says Town Center project paid $4.5 million for stormwater vault, replaced road with park

Christine Colonette, chief operating officer at Innovation Realty Partners, told the Sammamish City Council on Sept. 16 that her firm has already built and paid for critical infrastructure tied to the Brownstones West Town Center project.
"In December 2022, the council approved our updated Brownstones West plan," Colonette said. She said the project includes "a state of the art regional stormwater vault" and replaces 220 Third Avenue Southeast with a publicly accessible park that connects to Lower Commons Park.
Colonette told the council the firm paid $4,500,000 in construction costs for the vault plus five years of design and engineering costs and that the vault meets "the highest flow standard" (Level 3), which she said slows release and reduces downstream flooding and erosion. She said the project also added open space and improved trail connections.
Colonette said the developer has collected more than 1,000 responses to an online amenity survey and plans to publish results when time allows. Her remarks were a direct response to comments at a Sept. 9 study session that underscored residents' concerns about parks and infrastructure.
Councilors did not take immediate action during the public-comment period; Colonette's remarks were informational and intended to correct public statements about the project's infrastructure contributions.
