Borger council approves amendment to solid-waste disposal agreement with Tampa

BORGER, Texas — The City of Borger on Sept. 16 approved a second amendment to its solid-waste disposal agreement with the City of Tampa, changing the annual step increase in the disposal rate and keeping a negotiated discount for Borger’s tonnage.
City Manager (unnamed in the transcript) told the council the amendment changes the previous 50-cent-per-ton annual increase to a $1-per-ton annual increase “until our rate is $1 below their retail rate,” preserving a discount for Borger while increasing the step amount.
The change was explained as a response to rising landfill operating costs and equipment prices; the manager noted that landfill compactors have increased from about $450,000 to over $1 million and that opening a new lined cell can approach $2.5 million. He said the amendment and resulting cost are already factored into the city’s FY2026 budget: residential rates were raised 50 cents and scale (commercial) rates were increased $1.50 as part of that budgeting.
Staff emphasized operational flexibility: Borger hauls most trash to Tampa but sometimes uses Amarillo. The manager said a round trip to Tampa typically runs about 1.5 hours, while a round trip to Amarillo can be about three hours, factors that affect hauling costs.
Council moved and seconded the motion to approve the amendment; the motion passed on a voice vote.
The amendment is the latest update to a contractual relationship the city said has existed since the transfer station opened in 1992; the agreement was last modified in 2016.
Council members did not request additional staff direction beyond approval.
