Newcastle council adopts 2025 budget amendment after public concerns about transparency

Newcastle City Council on Sept. 16 voted 6-0 to adopt Ordinance 2025-676, amending the city's 2025 budget to reallocate appropriations across funds to cover anticipated staffing changes, overtime for storm response and several project adjustments. The council recorded the motion to adopt the ordinance and approved it unanimously.
The change affects multiple fund line items, with staff saying they have offset increases by reducing other line items where possible or recognizing additional revenue so the city will not draw down fund balances. Director Chambers, who presented the amendment, told council: "we have attempted to offset the increases needed by decreasing other items where we can," and added that salary lines must remain within adopted amounts: "we are required by law to stick to the adopted salary amount. That is one line that we cannot go over."
The amendment followed a public comment from resident Carol Simpson of Lakeview Apartments, who urged clearer, more transparent presentation of budget changes. "It's not transparent enough," Simpson said, calling for a simple column that shows the change to appropriations for each fund and noting that the finance committee had not been shown the proposed change in the agenda packet. Simpson also urged staff to include such clarifying materials in future agenda packets rather than requiring public-records requests.
Councilmembers asked clarifying questions during the presentation about whether the amendment shifts line items or moves monies between funds. Director Chambers said the amendment reallocates dollars already appropriated, moving them to salary lines and other areas as needed while offsetting the increases with savings or additional revenue. Chambers cited stronger-than-expected traffic-impact fees and utility reimbursements as revenue sources helping to cover some costs.
The council made the adoption by motion and second. The ordinance was identified in the meeting record as "Ordinance 2025-676, amending Ordinance 2024-670, the 2025 budget." The motion passed, recorded as "Motion passes 6-0." No change to the city's policy on forward-looking budget processes was made at the meeting; staff said they would continue to provide explanations of changes and take direction from the council on packet formatting.
Residents and council members will next see the city's overall budget documents during scheduled budget study sessions in October, when staff has said it will present drivers and assumptions for 2026 budgeting as well as the 2025 year-end outlook.
