Red Bank commissioners approve rezoning of two city-owned Goodson Avenue parcels

The Board of Commissioners of the City of Red Bank, Tennessee approved on second and final reading Ordinance 25-12-87 to rezone two city-owned parcels located off Goodson Avenue from R-1 Residential to RT Residential Townhouse (zero-lot-line). The motion to adopt the ordinance was made by Commissioner Wilkinson and seconded by Commissioner Holmes; Mayor Dalton, Vice Mayor Berry, Commissioner Barry, Commissioner Holmes and Commissioner Wilkinson voted in favor and the motion carried.
Director Sleigh recapped the background to the rezoning, saying the city identified the parcels during an inventory of city-owned property begun about two years earlier. The parcels were acquired through different legal actions, including a condemnation and a transfer signed by the prior owner, and have been vacant with no structures or tax revenue since about 1995 and 2013, Sleigh said. He told commissioners the rezoning is intended to allow a density more in line with the comprehensive plan and make the parcels “viable for the community,” with the city returning the properties to the tax roll and the potential for two or three new residents.
Sleigh said the rezoning is the first step; staff will return next month with a public hearing and a formal request for proposals (RFP) to dispose of the parcels. Commissioners asked no substantive follow-up questions during the discussion, and no members of the public spoke for or against the rezoning during the meeting. Earlier in the session the board also took action on Resolution 25-18-20; that item passed on the floor with no further discussion recorded.
With no citizen comments submitted during the public-comment portion, Commissioner Wilkinson moved to adjourn; Vice Mayor Berry seconded the motion, and the meeting was adjourned.
The meeting began with a brief technological difficulty mentioned by the presiding officer and proceeded to the scheduled items. Staff and commissioners characterized the next procedural step as a public hearing and RFP process before final disposition of the parcels.
