Northeast ISD board upholds level 3 grievance, directs follow-up on DAEP and bullying notifications

The action matters because trustees also asked for a future discussion of Disciplinary Alternative Education Program (DAEP) placement and academic coordination between a student’s home campus and DAEP, and they asked administrators to clarify communication and notification procedures related to bullying. Trustees additionally directed administration to show the family where PEIMS (Public Education Information Management System) information appears on the Texas Education Agency website.
During the open public-comment period before the board entered closed session, Mike Osborne, a public commenter, raised a procedural question about the agenda’s legal citations. "I was noticing the agenda listed government code section 5 5 1 0 7 4, And the law says that that has to do with it's entitled personnel matters. And so I didn't know what personnel matters had to do with a grievance, which is under 0 0 8 2," Osborne said.
The board went into closed session citing Texas Government Code sections 551.074 and 551.0821, and when it reconvened at 9:28 p.m. the president announced there was a possible action regarding a level 4 parent-student grievance pursuant to Government Code section 551.082.
Trustee Shelton moved that the board uphold the level 3 grievance and reserve further work for a future agenda item on DAEP placement and academic coordination between the home campus and DAEP; on communication and notification regarding bullying policies; and that administration be directed to show the family where PEIMS information appears on the Texas Education Agency website. Trustee Chigi seconded the motion. The board voted 7-0 to approve the motion.
After the vote the board president said, "we recognize that, I think there were some opportunities on both sides for improvement. We acknowledge that there were aspects that may have been handled a little more sensitively, and we thank you for your time and your patience." The meeting adjourned at 9:30 p.m.
What the board decided was an explicit formal action to uphold the level 3 grievance and to direct follow-up work; the trustees did not specify a timetable for the follow-up discussion or additional corrective steps during the meeting.
