Council enacts emergency moratorium on sidewalk repair citations while city develops assistance program

University Heights city council adopted an emergency ordinance imposing a moratorium on sidewalk-repair citations and related enforcement while staff develops a resident assistance program and clarifies eligibility rules. Councilmember Kelly Weiser (reporting from the Building & Housing Committee) said the committee recommended the moratorium so the city could design a program to help residents whose sidewalks have been lifted or damaged by city trees or other public infrastructure before enforcement resumes. "At that initial meeting last month, the director... indicated she was willing to adopt a moratorium while we tried to get a program sort of laid out," Weiser said.
Council voted on a motion to suspend the rules and then voted to adopt Ordinance 2025-43 enacting the moratorium on an emergency basis. Roll-call votes were recorded as ayes from the councilmembers present. Committee members said staff will draft program details — including eligibility criteria and whether federal or county income definitions will be used for grant-based assistance — before the moratorium expires or enforcement resumes. The Building & Housing Committee will continue working on program design and expects to return with clarifications for council consideration.
