Stonecrest resident seeks permit for home-based courier service; applicant says one van will operate from residence

On Sept. 16, 2025, Johnny Thomas applied at a City of Stonecrest Planning and Zoning special administrative permit hearing for a type 1 home occupation administrative office to run a courier delivery service from 4545 Lions Head Circle.

Thomas told the panel the business would use a single passenger van to deliver medical supplies and specimens — and possibly secure bags — to Greater Memorial Hospital and surrounding hospitals. He said he already owns and insures the van and that he and his wife would be employees based at the residence; he said other employees would not be based on his property.

A nearby resident, Kenneth Woods of the Lions Head subdivision, asked whether the vehicle would be stored on site and what type of vehicle would be used. Thomas answered that the vehicle was a passenger van that is already on site and insured.

Planning staff reminded Thomas that he must comply with the supplemental regulations for type 1 home occupations in City ordinance chapter 27, section 4.2.0.31. Staff again said a written decision would be issued within 24 to 48 hours; no formal vote or permit determination occurred during the hearing.

No conditions or approvals were recorded during the public hearing; staff indicated they would complete the administrative review and issue a written decision, and that compliance with the ordinance is required for ongoing operation as a home business.
