Selectmen discuss WPCA appointments, seek broader governance review

After the resignation of a WPCA member, the Hebron Board of Selectmen discussed options for filling two vacancies and whether to appoint serving members of the Board of Finance to the authority.
A selectman proposed contacting the chair of the Board of Finance to gauge interest in appointing one or two serving finance members to WPCA seats "to determine their feelings and also determine your feelings about making those 2 empty positions 1 appointed by the board of finance," the selectman said. The proposer offered to reach out to the finance chair and said if the finance board declines, the Selectmen would seek outside nominees.
Several board members recommended a broader review of the Wastewater Pollution Control Authority’s (WPCA) organizational structure, funding sources and statutory responsibilities before finalizing appointments. One selectman said, "we need to have a far broader discussion on the whole WPCA makeup organizational structure. I'm not sure legally what we can or can't do... We really need to take a hard fast look at it, and you may wanna get people, you know, past board members to see if we would, kind of, work together to go over some of this stuff." Town counsel and staff said they could provide the state statutes that govern WPCA operations.
The board gave general support to the chair’s outreach to the Board of Finance and agreed to place WPCA discussion on a future agenda. No appointment votes were taken at the meeting.
