Public Works facility design advances; Phase 1 draft and potential Phase 2 environmental work flagged

The Board heard an update on the Public Works facility design project and was told schematic designs are advancing toward an October milestone, but consultants have identified recognized environmental conditions that may require a Phase 2 environmental assessment.

Consultants and staff reported the hazardous-materials study is complete and the Phase 1 environmental report is in draft. "They've done amazing work in layouts, and we've asked the folks down in Public Works to pick which one they think is most functional," one participant said. The board was told consultants Silver Petrucelli and others are "on target to hit their biggest deliverable milestone of October" and that building and site layouts are beginning to congeal.

A speaker reported ground-penetrating-radar work flagged below-surface anomalies that correlated with archival documents, prompting the need for a Phase 2 environmental assessment to determine whether soil contamination exists and whether any prior cleanup was performed. The town stated the design contract contains an allowance anticipated to cover Phase 2 work on the design side and that the design contingency should be sufficient to cover initial Phase 2 investigation costs; however, speakers cautioned that remediation during construction could be significant and affect future budgets and schedules.

The board expects additional visuals and schematic updates at the next meeting on Sept. 25; consultants and the animal-control officer were reported to have received drawings for the dog-pound layout. No formal board vote occurred; the item was informational and scheduled for further review.
