Council approves $44,063 TIRZ modification to reimburse North Tiers paving, safety work

The San Angelo City Council approved a one-time modification to its Tax Increment Reinvestment Zone (TIRZ) policy and awarded $44,063.14 to a North Tiers redevelopment project at 216 West Fifth to reimburse paving and on-site safety improvements that had already been constructed.
Aaron Vannoy, director of Planning and Development Services, told the council the owners had begun work in good faith and faced contractor and permitting delays that complicated the schedule. "This project has been a challenge for them... The facility is here. They have done their paving in this area," Vannoy said, and staff recommended the policy change and reimbursement for this project only.
The modification applies solely to this project and does not change citywide TIRZ policy, Vannoy said. Staff noted the original incentive amount approved earlier was $75,000 and the revised, documented cost for eligible improvements is $44,063.14.
Why it matters: The council said the action supports downtown redevelopment and recognizes unavoidable cost escalation and permitting complications. Council members said staff should improve communications so applicants understand when a letter to proceed is required.
Vote and next steps: The council approved the staff recommendation unanimously. City staff said it would finalize the contract and route it for signatures and continue work to clarify procedural steps for future applicants.
