Council adopts new construction hours to align with neighboring jurisdictions

The Newberg City Council on Sept. 15 unanimously adopted Ordinance 2025-2939 to extend permitted construction hours and clarify construction-related noise regulation. Staff said the change will expand the existing weekday construction window (currently 7 a.m. to 7 p.m.) to Saturdays and add limited Sunday hours from 9 a.m. to 5 p.m., and that the intent is to reduce scheduling delays on projects where material deliveries and paving can be constrained by the current code.
Scott Siegel, community development director, told the council the amendment grew from staff review across public works, planning and police and that neighboring jurisdictions use similar schedules. The measure does not change permitting or other noise standards but clarifies that utilities, paving and other construction activities may operate under the specified hours. The ordinance was adopted by motion and unanimous voice vote; council waived additional readings and read the title by title in open session.
