The Warren City Council opened a public hearing Sept. 15 on the city’s Community Development Block Grant (CDBG) federal fiscal‑year 2025 entitlement application proposing $308,627 for street‑road improvements on Hammond Street.
City staff explained that the CDBG program requires projects to meet one of three national objectives (benefit to low‑ and moderate‑income persons; prevention/elimination of slums or blight; or urgent need) and that eligible activities must usually serve primarily residential areas with at least 51 percent of beneficiaries qualifying as low‑ and moderate‑income persons. The proposed use of the FY2025 entitlement funds is improvements to Hammond Street, described in staff comments as a “severely deteriorated concrete street.” The project scope presented included pavement, subbase, curbing, sidewalk, drainage and sewer work.
City staff identified the funding amount at $308,627 and noted that this hearing was the second of two public hearings required by program guidelines; the first hearing was held July 30, 2025. Staff said written comments would be accepted at city offices through Oct. 3, 2025, and that all comments would be reviewed before staff presented the application to council on Oct. 20, 2025.
The mayor opened the floor for public comment and, after no speakers came forward, closed the hearing. No public comments were recorded during the meeting.
Next steps: staff will compile any written comments received by Oct. 3, prepare the final application and bring the grant submission to the council at its Oct. 20 meeting for formal approval.
