Jacob Farrow, interim engineer, and Adam Ring, project manager for secondary roads, recommended awarding the materials bid for project L‑Perrin NE27‑Perrin‑73‑78 to Voden Enterprises. Ring said the low bid was within 101.8% of the county estimate. The board approved the award for $197,401.86.
Ring told supervisors that some local suppliers are excluded from bidding if they cannot meet state-required certifications, such as a certified Iowa structural engineer stamp and certified component documentation.
The board also adopted Resolution No. 58‑20‑25 appointing Adam Ring and Jody Marsh as temporary technical representatives to the MAPPA RPA 18 technical committee while the county lacks a permanent engineer. The resolution passed on a roll-call vote with all supervisors voting "aye."
Separately, supervisors moved to offer the permanent county engineer position to a candidate interviewed in executive session; the board approved making the offer and said a formal contract will be placed on a future agenda if the candidate accepts.
Administrative updates to the roads division included submission of the DOT annual report, transfer of safety and drug-testing responsibilities to county staff, bridge inspection RFP distribution (responses due Sept. 23) and assignment of FEMA reporting to a county staff member.
