Board approves grant‑funded CCTV upgrades at Buckingham and Shallow elementary schools

WORCESTER COUNTY, Md. — The Worcester County Board of Education on Tuesday approved grant‑funded upgrades to closed‑circuit television (CCTV) systems at Buckingham Elementary and Shallow Elementary Schools.
Sean Goddard, the district’s Safety and Security Manager, requested board approval for system replacement and retrofits under a contract awarded through Howard County’s purchasing agreement. ‘‘The cost of these retrofits and upgrades, for Buckingham is $119,277 and for Shallow Elementary, it's $80,620. That's a total of $199,897,’’ Goddard said. He told the board the existing platforms at the two schools had reached the end of their serviceable life and the work will integrate with the district’s Avigilon enterprise system.
Why it matters: The upgrades are funded through a fiscal‑2026 school safety grant program administered by the Interagency for School Construction; the replacement systems are intended to restore vendor support and modern functionality at campus entrances and throughout school buildings.
The superintendent recommended and the board approved the purchase using the Howard County contract and the grant funds. Board members voted by voice; the meeting record shows the motion and a second and an affirmative voice vote.
District staff said the new cameras and management system will both “harden the target” and allow better coordination with local law enforcement. The item was presented as part of the district’s ongoing safety plan reviews and security funding work.
