OCEAN CITY, Md. — Ocean City Elementary School staff told the Worcester County Board of Education they prepare teachers for the first day of school by providing individualized “data binders” assembled in summer professional development sessions so intervention groups and classroom plans can begin immediately.
At the board meeting, Ocean City Principal Mrs. Smith (presenting) and Julie Justice, the school’s curriculum resource teacher, explained that teachers receive data binders that include end‑of‑year i‑Ready reports, DIBELS screening results, writing samples and a one‑page note catcher for each student. Justice said the binders allow teachers to identify “emergency, caution and keep on the radar” students before classes begin and to assign Tier 2 and Tier 3 intervention groups in advance.
Why it matters: Early identification and readiness are part of the district’s broader strategy to reduce learning loss and push students who are near proficiency to higher performance. Board members asked whether the Ocean City approach is used elsewhere; staff said many schools use similar processes but Ocean City’s early summer PD and the specific binder format were notable.
Details presented included color‑coded DIBELS tracking that shows student category changes year‑to‑year, placement into evidence‑based intervention programs (OG Plus, Wilson Reading System, Just Words) based on word‑identification and spelling screening, and a start date for interventions that the school said began the week before the board meeting. Principal Smith said the school “starts interventions…before even the beginning of the year” so that instruction time is focused from day one.
Board members thanked Ocean City staff and asked the district to promote effective practices across other schools; district leaders said they intend to share Ocean City’s templates at levels meetings and to encourage summer planning across the system.
