The Louisiana Committee on Parole denied parole Sept. 16, 2025, for Tovario Foster, who is serving a 10-year sentence for habitual negligent homicide. The committee noted Foster’s in-prison programming, employment plans and family support but said the severity of the underlying crime and a broad arrest history weighed against early release. Supporters including Foster’s wife and mother spoke on his behalf, describing family ties, employment prospects and program completion. Facility staff reported no behavioral problems in custody and listed numerous programs Foster had completed (Steve Hoyle Intensive Substance Abuse Program, Thinking for a Change, victim awareness, and vocational training). The Caddo Parish District Attorney’s Office and Caddo Sheriff’s Office submitted statements opposing parole. The DA’s office cited Foster’s criminal history and the “needless loss of life,” saying a grant would “depreciate the serious nature of this particular case.” After deliberation, panel members voted unanimously to deny parole, stating insufficient time served and public-safety concerns.
