Effingham County Board members voted to send a proposed guideline that would allow up to 85% of the annual hotel/motel fund balance to be spent back to the Tax and Finance Committee for more work and clearer criteria. The motion to refer the item back passed by voice vote after several members said the proposal could force future cuts if revenues fell.
The policy under consideration would set an 85% cap on available hotel/motel funds for distribution in a given year. Board member Mike Buzzard said he opposed approving the guideline now because the county does not yet have a final budget and the available fund balance was uncertain. “If we project an income of, say, 44, 45,000 this year and add it to the 55,000, we got almost a $100,000 in that account. You spend $85,000 … which leaves only 15,000 in the account,” Buzzard said.
The nut graf: Board members asked the committee to return with specific eligibility criteria for applicants, a shorter application window, and statutory guidance so the board can judge whether the 85% figure is prudent given fluctuating monthly receipts.
Discussion: Buzzard asked for clearer rules about what qualifies for hotel/motel funding and proposed postponing action until October or until the budget is set. Sandy Rich agreed that the proposal needs more discussion. Buzzard suggested limiting the application window to a shorter period (he mentioned three months) and asked for defined expectations for recipient organizations. Chair Josh Douthat said he would refer the matter to Tax and Finance; the referral motion was seconded by Sandy Rich.
County staff noted that hotel/motel receipts vary monthly and tend to peak in summer when short-term rentals and lake-area properties are active. One board member said last year’s receipts appeared to be about $43,242, and another projected $44,000–$45,000 for the current year; participants described those figures as approximate. Tax and Finance will be asked to present any applicable statutory requirements at the committee meeting.
Outcome and next steps: The board referred the 85% funding guideline back to the Tax and Finance Committee with direction to develop eligibility criteria, a recommended application period, and to bring any relevant statutory guidance to the committee meeting. No final funding allocations or approvals were made at the meeting.
Ending: The referral clears the way for a committee-level review; the Tax and Finance Committee will return the item to the full board with recommendations before any guideline is adopted.
