Council introduces revision to municipal purchasing limits and bidding thresholds

City staff on Sept. 15 presented an ordinance to amend the municipal code's purchasing provisions and asked the council to introduce the ordinance by title.
Finance and procurement staff told the council the current city manager purchasing approval limit had not been revised since 1990. Staff proposed increasing the city manager's approval authority to $25,000, setting staff approval limits to $10,000 and maintaining council approval for purchases over $25,000. Staff said the change responds to fewer vendors submitting bids for smaller procurements and the administrative cost of formal bidding processes.
Council introduced Ordinance No. 4‑17 by title only. The ordinance will return for subsequent action under the city's normal ordinance adoption process.
