Public works director: Corps' supplemental EIS nearing completion; 10 NTU monitoring cited

Barry Buchanan, interim public works director, told the Staton City Council that the U.S. Army Corps of Engineers has indicated it is looking at a control limit of 10 NTU for waters released from Detroit Dam and that a supplemental environmental impact statement is nearing the end of production.
Buchanan said the supplemental EIS will go out first to “interested parties” and then to the general public for comment; he said local water providers were not included in the initial review. He said he expects the Corps to release a final document “early next year,” after which drawdown actions could proceed.
When asked who the interested federal parties are, Buchanan listed the National Oceanic and Atmospheric Administration and the U.S. Fish and Wildlife Service. He cautioned that the city has not been provided detailed monitoring locations or implementation specifics.
Councilor Sims asked whether the city could provide a public-facing measure showing how local water use might be affected. Buchanan said staff could produce a presentation or web display; he added, “but as it stands right now, if we can't produce water, the answer is 0.”
No council action was taken; the item was an informational update and council members discussed possible local outreach, including a proposed town-hall presentation.
